Hmm. I am having a hard time quite coming up with a good way to explain it, sorry. Often I see it defined in the negative--not genderqueer, not transgender, ergo cisgender. But it's a slippery thing to define, probably since it was backformed from the trans- prefix, as mrissa was saying.
